HL7 New Zealand Announces New Chair Elect
and it’s Active Support for Integrating the Healthcare Enterprise

Auckland — June 16th, 2008

HL7 New Zealand is pleased to announce the appointment of Dr David Hay as Chair Elect, subject to formal election at the next annual general meeting in October 2008. He will become the substantive holder of this important position, taking over from Dr Martin Entwistle who has held the role since 2003 transitioning the organization into a new era of healthcare interoperability.

Martin Entwistle noted, “I am personally very excited that David has offered to take up the role at this critical point in time. David is well known in the sector for his role as Enterprise Architect for Health Alliance and previously in the Primary Care vendor space.  His technical focus is exactly what is required to assist the sector in moving forward to adopt the newer HL7 standards for data interoperability including Clinical Document Architecture (CDA) and the use of the more advanced HL7 v3.0”.

The New Zealand Health Level 7 User Group (NZHUG / HL7) is a national forum dedicated to the achievement of interoperability in healthcare information systems. It is focused on the evolving HL7 International standards, but is not limited to them. HL7 standards have been endorsed by HISAC as part of the framework for delivering its Health Information Strategy. Traditionally the local sector has made extensive use of v2.x messaging, originally developed in the 80’s, for sharing health information between providers and funders. However, the future of healthcare requires a higher degree of interoperability between the key parts of the system which necessitates more sophisticated data models, built around shared semantics and a family of clearly defined clinical messages, to enable far richer clinical functionality.

HL7 has been working on such models for over 10 years, and despite many trials and tribulations it’s new data model, HL7 v3.0 and in particular one of its simpler versions, CDA, are beginning to show extensive value when used appropriately. To seize these opportunities, HISAC has encouraged HL7 NZ to continue to build on its historic work and provide ongoing active support to the sector by way of education, training, documentation and advice, as providers and vendors begin the adoption process. Its close relationship with HL7 Australia will continue to be of significant value.

HL7 is only part of the picture and other key standards and systems need to be put in place at the same time. To this end HL7 NZ is actively supporting the “Integrating the Healthcare Enterprise” (IHE) movement and has become a Sponsoring Organisation, partnering closely with other organizations which share similar collaborative objectives both in New Zealand and Australia.

In conjunction with the Ministry of Health and HISAC, HL7 NZ is running two important workshops on the IHE Framework  - the objective being to raise the awareness and understanding of IHE and its relevance to e-Health implementation, how it might be applied in New Zealand and the value of doing so. The seminar, being held in Wellington on June 16th and Auckland on June 17th will be delivered by Chris Lindop, a distinguished IHE expert and Interoperability Program Manager at GE Healthcare, USA. Over 120 people have already registered, indicating the high level of interest already present in the sector for these new models of health care information interchange.
